I am not a domain admin. We use roaming profiles. Is there a way to
push out the windows' built in encryption on the folder for each of my
team members (and add it to my new user installation procedures) using
an automated method, or do I just have to go around to each user and add
it manually?

Could this be added to the Windows Install for svn?

(We build our Linux svn from source, but we download the Windows client
from tigris.org).
