subversion-1.1.1.tar.bz2, errors in configure

I have downloaded subversion-1.1.1.tar.bz2 and started the
installation with ./configure.

At this point I have some errors :
.....
/instsrc/src/subversion-1.1.1/apr-util/configure: \
line 1: cd: /usr/local/apr/build: No such file or directory
....
cp: cannot stat `/apr_rules.mk': No such file or directory
....

I have searched the users mailing list but not found any other
user with the same problem.

To continue I have made some dirty modifications and I have
errors in make.

I have also did a test with subversion-1.1.0 with the same results.
What I did wrong ?
