only svn and file works

Apache 2.0.51
Subversion 1.1.1

I don't understand as I've tried everything possible to get Subversion to
work with Apache modules. I can only get Subversion to work using the file
and svn scheme, even svn+ssh doesn't work except locally on the Subversion
server. What troubleshooting techniques can I use to determine what
exactly is the cause.
