If it exists, it should be in configure. But I don't think there is a way to
leave out building svnserve without tweaking the makefile.

Nightly breakage tests are being run with fsfs and static builds
(http://subversion.tigris.org/servlets/ReadMsg?list=svn-breakage&msgNo=18807).
So there is no reason to believe that it shouldn't work.

Maybe there's something else problematic on your build system too?
