RedHat 9 and "reloaction error: libsvn_ra_dav-1.so SSL_load_error_strings

I am new to subversion but did get version 1.1.1 setup on my RedHat 7.3
server.
I am trying to get it running on my RH 9 desktop, however.

I installed the required RPMS for RH9 then built the 1.1.1 from a
tarball (note:
I can't make the rpm). When I try to run the binary, I get an error:

    /usr/local/bin/svn: relocation error:
/usr/local/lib/libsvn_ra_dav-1.so.0:
       undefined symbol: SSL_load_error_strings

Anyone have any ideas what could cause this? I believe I had 1.1.0 working
fine....
