Perhaps because 002 isn't right for everybody? I use 007 in my environment.
Now, having a command line switch that allows svnserve to change it's umask
after starting up or providing the oft-used wrapper script as part of the
subversion distribution is something that should be considered IMHO.

In using SVN over SSH, the FAQ says to wrapper svnserve and set umask 002.
Question: Why doesn't svnserve just set that umask itself?
