I don't know about the Windows installer, but the Red Hat subversion
package includes the hook scripts:

/usr/share/doc/subversion-1.0.8/tools/hook-scripts/

Most reasonable OSes provide an automatic dependency mechanism, so you
don't have to worry about whether Python is installed. Windows
unfortunately requires the addition of Cygwin to fit the definition of a
reasonable OS :-)
