There are scads of possible reasons for this. Please,

0) check permissions and that you aren't using BDB on a network drive (done!)
1) search the archives and google for the same error code
2) provide a detailed list of your environment including
        - how svn (and apache if you use it) were installed (inc. version #'s or any
non-default compile time options) - I had horrible problems because I rolled my own.
        - OS (for you, Fedora Core 2)
        - command line used to create repository
        - command line used in attempting to access
          or browser version &c.
3) check permissions again.
4) no really, it's a good idea. are you sure that apache is running as the
right user/group?

I know that this sort of thing should have one simple answer because you are
just getting started but unfortunately it does not.
