Could not open the requested SVN filesystem [500, #2]

I've been over it a hundred times at least. Everything is installed and
configured correctly yet I still cannot access my subversion repositories
via http/https
 
The only error message I ever get, the only output at all is really:
 
Apache error log:
Could not open the requested SVN filesystem [500, #2]
or
Command line:
svn: PROPFIND request failed on '/svn/libraries/common/trunk'
svn:
Could not open the requested SVN filesystem
 
I would appreciate any help anyone could offer. My best guess is
permissions problems, but I have no idea where else to look at this point.
 
I can post any additional information that would be of use if necessary.
