G'day Craig,

Are you using Subversion 1.0.8 or 1.1.0? If so then the slowdown
you're seeing is a known problem with those specific versions of
Subversion on Windows when using Apache (check the archives over the
last week or two for the numerous posts on this subject).

This problem has been fixed in 1.0.9 (released last night) and the
upcoming 1.1.1 release.
