Apache authentication problem

I followed all of the instructions in the TortoiseSVN documentation for
setting up the server and created a passwd file in the apache root dir.
I'm using SVNParentPath for my configuration so each project under /svn
is accessable. If I allow no-login views then I don't have any problems
but if I enable logins for all actions then I get this in Apache's log:

[Wed Oct 13 16:24:59 2004] [crit] [client 172.26.0.103] configuration
error: couldn't check user. No user file?: /svn/www.mysite.com/

Anyone able to suggest something for me to try?
