I've already done that. The error message that I reported occurs when
I'm carrying out those instructions. In fact, sending the e-mail was
the specified action to take when "recover" failed.

But I overlooked the first sentence in item 2. in the list. This didn't
have the advertised effect of screwing up the permissions but instead
caused the svnadmin command to fail.

I've repeated the procedure as the user whose the svn administrator and
all is well again.
