[l10n] pre-built subversion.pot downloadable now

From recent discussion it became just now very clear to me how problematic
the limitations with respect to generating subversion.pot are.

While I still don't believe that subversion.pot should be kept under version
control, I can provide you with a pre-built version. To do so, I set up an
hourly updated subversion.pot service at:

http://hix.nu/subversion/trunk/subversion.pot (for trunk)
http://hix.nu/subversion/1.1.x/subversion.pot (for 1.1.x)
