Aside from said security fix are there any serious bug fixes in rc4 and the final release that would make installing rc3 unwise? Or should folks wanting to upgrade a large, active & stable production environment simply wait for version 1.1.1?

The slowness only affects "svn ls" and repository browsing over
http/https. There were a few other fixes between rc4, but nothing really
critical. Waiting for 1.1.1 is probably the best thing. There is no
release date for it yes, but it shouldn't be to many weeks away.
