Well, first of all, you downloaded the Python language bindings, not the
Subversion binaries themselves. For that you need svn-win32-1.1.0.zip.

As for upgrading, I'd suggest you wait for the installer package, if you
can. Otherwise take the zip file mentioned above and simply replace your
current Subversion binaries with the ones in the zip file. The INSTALL
file (http://svn.collab.net/repos/svn/trunk/INSTALL) explains how to
install the Apache modules.
