From my understanding this binary distribution fixes only Nagle alg. that is part of the problem.
Anyway, I switched back to 1.1.0rc1 on the server side and, with TSVN 1.1.0, looks like using svnserve.

Well, it seems there's no end of bugs in the Win32 binary distro; the
last one is a missing libsvn_swig_pl-1.dll. Fixed now, and hopefully the
last problem with the 1.1.0 binaries...
