If you check the "compatability concerns" section on
http://subversion.tigris.org/svn_1.1_releasenotes.html you'll notice
that a DB dump and reload isn't needed. I simply started using the new
client with my old (relatively small) repository with no problems.

Then you would have to create a new FSFS repository as described on
http://svnbook.red-bean.com/svnbook-1.1/ch05s02.html, dump the data from
your old repo and then load it into your new one.
