No idea. Tell us some more:

- which OS do you use to host the repos?
- which OS does your client use?
- do you have a router/firewall before your repos?
- does your client need to go through any (additional) routers?
- are his accesses logged (if so, how? which errors?)
- which version client does he use (both svn and TSVN)?
- does he use the right upper/lower caps keys?
- does it still not work if he copy/pastes the username+password from (say)
notepad?
