Ok, now we're getting somewhere ;) So to summarize, this is an old
and obvious problem, and the intention is to solve it. It's good for
me to understand that point, because now, as Ian suggests:

I can start thinking about if/how I can contribute to a fix. Is there
a place that you know of where the developer discussion on this topic
is collected altogether (a mailing list thread perhaps? or at least
some way for me to search mailing list entries outisde of 2003...), or
should I be looking at all the issues that reference svn:externals or
CVS/modules and consider what the resulting functionality would be if
they are all resolved? Since it appears this has been an open issue
since 2002, if would be nice to be able to get a big-picture sense of
where the developers think this feature is heading and how.
