did you compile both of them on the machine?
Yes

did you specify the apr-config+apu-config+apxs from the compiled apache if
you compiled the svn local?
Yes

when you access svn/libs what error message do you see?

svn: PROPFIND request failed on '/svn/libs/common/trunk'
svn:
Could not open the requested SVN filesystem
