Thank you for your response.

Unfortunately, we need to support the windows environment, so symlinks
are not an option. Also, I'm looking for a solution that doesn't
require the developer to keep track of which libraries are used by
which project in order to put together a source tree to work on. I
think that future work that is planned for svn:externals might provide
a way to do what I want. I'm going to start a new thread on the
status and plans for svn:externals, which I currently can't seem to
piece togther form reading the svn book, the issue tracker, and the
mailing list archive.
