It looks like the file /etc/svn-auth does not contains an entry for user paul....
If you type a wrong password the error is different (Authentication failure password mismatch).
If the error is due to authorization check of svn the error is still different:
Access denied: <user> GET <repository>:/<path>

Check the content of /etc/svn-auth file.
