Commit aborts

Hi,
I've got my server configs stored in subversion. I had /etc stored in
portage, then at a later date I added /usr/local/portage to store custom
ebuilds (gentoo linux)
Now I want to commit some files from /etc and /usr/local/portage in the
one revision.
So I checked out the entire tree into a temporary directory, then copied
the .svn dirs from the checked out tree into / /usr and /usr/local

But when I try to do
  svn ci /etc/file1 /usr/local/portage/file2
It just prints
  Aborted
and exits

  svn ci /
works, but I don't want to commit the entire file system into the one
revision.
What's going on here?
