Sometimes I just want a name/alias without having to add to
an evergrowing hierarchical namespace of "copies" nor URLs.
I think in this case, its not about what is/isn't added to
the repository.

This goes back to usage of tag as simple attribute/name
(which is a degenerate form of Property, meaning it has
a boolen value of existing or not existing) versus as
a baseline.
