That's a very good point. I can see where "repository setup packages"
could be very useful. You could have an installer that would
automatically create a new repository, set up the framework of
directories, and install some hook scripts. There'd be no reason to
limit it to a single one that provided a more CVS-like experience.
There could be a whole bunch of different packages that would create
template repositories for different types of projects. That would
definitely be a better approach than special-casing Subversion to
satisfy a minority of users on a specific issue---that seems like a bad
precedent to start.
I don't have anywhere near the time to try to implement something like
that right now (maybe in 4-5 mos), but I'd definitely be interested in
more discussion on the topic.
(This sounds like it might be something better taken over to the svn
developers list if it's going to be continued, though)
