Signalling: being worked on

Hi,

I have an acceptance problem at my company. They are using a shared
filesystem with an "in work" subdirectory for signalling that some files
are being worked on. Everyone wants to avoid merges. This means that
they need a mechanism of signalling that a file is being worked on in a
local copy. There is no need for locking (yet), but we would need at
least some form of signalling.

In a company the working model is different. Especially if several
files are binaries (.fmb). Is there a way in Subversion to do this
signalling? Is there some reasonable workaround?
