This looks like issue #1862, which should be fixed in svn 1.0.7. I
suggest you upgrade.

Download the berkeleyDB win32 utilities from here:

http://subversion.tigris.org/servlets/ProjectDocumentList?folderID=688

(Make sure you download the correct bdb version)

And try running 'db_recover -vech repos\db\'
