Along with far more complexity. Harder setup, more headaches, etc.

I would also love to have Windows Domain authentication. And it seems
that a simple hook interface could be added to handle this. The
subversion team can provide the hook that goes to the configured
password file that svnserve uses now. Then others can handle the rest.
