Berkeley DB error Resource temporarily unavailable

Hello,

I have read similar problem, but after trying everything I read, my
problem is still not solved. Any idea?

Running: redhat 9 kernel 2.4.25-040218, db4-4.0.14-20,
subversion-server-1.0.6-1, httpd-2.0.48-3

* Ran ldd and checked mod_dav_svn.so and libsvn*.so they all seem fine,
linked to libdb-4.0.so

* No problem with running svnadmin create, svnadmin recover, svnlook info

* Can NOT browse repo, nor do svn checkout. Error in log is:

Resource temporarily unavailable
