Are you saying that svn should store the timestamps in the repository? Or
just that you should be able to get files into subversion without changing
their timestamp?

The former, is not particularly useful for many scenarios, so no one had
bothered to write the code.

The latter, is possible - see "in place import" in the FAQ.
