TortoiseSVN and WebSVN have some sort of support for using the "bugtraq"
properties described in the first link. I don't know about other tools.

I setup a post-commit hook to add bug comments to my Bugzilla, but my
tortoise isn't new enough to know about bugtraq so I have to remember to put
[Bug 63130] or whatever into my log.
