Other languages available include JavaScript (JScript), PerlScript, and I'm
pretty sure there's a Python ActiveScript engine out there somewhere.

I'll point out that recent versions of Windows can run scripts in VBScript
through the use of the built-in CScript.exe or WScript.exe commands. I've
only ever used VBScript through these, so I don't know if other scripting
languages are possible. If one isn't familiar with Perl, it might be
possible to do what the original poster wanted by using the
batch-file-calls-vbscript.
