I think Barry is saying that, in the hypothetical case where the text-base
files were removed or changed to a non-text format in a future svn
version, he would not be able to upgrade to that version, unless "svn cat"
were fixed not to need to talk to the repository. (That is, he often needs
access to the pristine copies of the files, but doesn't always have access
to the repository).

(Barry please correct me if I'm misrepresenting you!)
