svn: Can't recode string

AFAIK, this message is produced when an invalid filename is encountered.
e.g. cannot be converted from the encoding specified in LANG to UTF-8.

Anyhow, the message produced is not very helpful. If say, that you are
importing many files into a repository, the least you would expect is
something like:

 svn: File /foo/bar contains invalid characters

or something like that.
