Yes, this is a new feature in 1.1.0:

    svnadmin create --fs-type fsfs /path/to/repository

Uses local file system for repository as opposed to a DB. To be honest,
I decided to abandon CVS only after subversion made it possible. I
did not want to deal with DB maintenance issues. But it's a brand new
feature. So, pick your risk.
