keyword expansion date locale.

Hello,

How is the locale date format for keyword expansion determined.

We have a working copy on two different linux boxes, both
running SuSE Linux 8.2. $LANG has the value de_DE@euro
on both machines but one is running svn 1.0.2 and the other
1.0.6.

On 1.0.2 $Date$ is expanded to
 $Date: 2004-03-19 13:35:46 +0100 (Fri, 19 Mar 2004) $
while on 1.0.6 I get
 $Date: 2004-03-19 13:35:46 +0100 (Fre, 19 Mär 2004) $
                                           ^^^
Note, that the month name contains a german umlaut encoded
as iso-8859-1. This is bad, since the file is a XML script
encoded as UTF-8 and the XML is invalid after the expansion.

Switching off the expansion or changing the file encoding to
iso-8859-1 are both workarounds,but I would like to use
the expansion.
