I'm not sure we can draw that conclusion firmly from what we're
seeing. Have you breaked the debugger around there and asked
questions about the variables, stepped into ap_get_module_config(),

I don't really know what's happening, I just know that the usual style
of debugging is what's going to get to the bottom of it.

If you turn off mod_authz_svn, does that make the problem stop?
