No, I haven't tried, but I think it's a good idea.

I would use such a feature to lock tags to ensure nobody accidentally
modified them.

The existing hook-scripts for access control, which people are usually
pointed towards when asking about locking tags, does not solve the
problem well. For one thing, they break down when trying to create
complex tags (mixed revisions, partially switched trees, etc).
