Merging vendor drop with new subdirectory

I pulled a new copy of a vendor drop using Visual Source Safe into my
/vendor/current working copy, committed and tagged it. This update included
a new subdirectory. I then tried to merge the update into my trunk working
copy and the svn client reported "Skipped 'subdirectory'". What's going on?
What's the proper way to get this new directory into my local WC?
