import svn question/problem

hi...
new to subversion.. and not yet impressed!!!
i'm trying to install/create/import a test dir into subversion...
i did the following...
svn mkdir file:///svnroot/svn/schools -m 'university repository.'
svn mkdir file:///svnroot/svn/schools_snapshots -m 'snapshots for university
svn mkdir file:///svnroot/svn/schools_branches -m 'branches for university
i then finally did...
after which the app appeared to add the test file...
however, when i attempt to run 'svn 'anything'...
i get the error msg..
"svn: '.' is not a working copy"....
i have no idea what to do next, or how to resolve this issue. i can't even
this is d%^&()# frustrating!!!
is there someway to clear the underlying repository/data?? do i have to
the subversion docs have as yet not shed any light on this issue...
thanks for any insight/assistance/help/etc...
