No, you simply have to define two locations in you httpd.conf.
One for WebSVN with SSPIBasicPreferred On and one for SVN without
SSPIBasicPrefered

# WebSVN
<Directory />
    Options FollowSymLinks
    AllowOverride None

        # only authenticated users may access the repository
        Require valid-user

         # how to authenticate a user
        AuthType SSPI
        AuthName "Subversion repositories"

        # SSPI settings
        SSPIAuth On
        SSPIAuthoritative On
        # point to domaincontroller
        SSPIDomain ds10domain.ds10.local
        SSPIOfferBasic On
        SSPIBasicPreferred On
</Directory>

# Subversion
<Location /svn>
  DAV svn

  SVNParentPath E:\SVN

  # our access control policy for this repo
  AuthzSVNAccessFile E:\SVN\svn-auth.conf

  # only authenticated users may access the repository
  Require valid-user

  # how to authenticate a user
  AuthType SSPI
  AuthName "Subversion repositories"

  # SSPI settings
  SSPIAuth On
  SSPIAuthoritative On
  # point to domaincontroller
  SSPIDomain ds10domain.ds10.local
  SSPIOfferBasic On

</Location>
