Simple checkout gone wrong

This is very odd. I just ran this in the Terminal because I decided I
wanted to re-do my test (see Branching with missing revisions):

kevin:~/Dev/svn% ls
CalculatorPlugin/ DiffModule/ SiteCapture/
ColloquyPlugin/ FindModule/ TSActionsPlugin/
DictPlugin/ RendezvousBrowser/ TestRepo/
kevin:~/Dev/svn% rm -rf TestRepo
kevin:~/Dev/svn% svnadmin create --fs-type fsfs TestRepo
kevin:~/Dev/svn% cd ..
kevin:~/Dev% svn co file:///Users/kevin/Dev/svn/TestRepo
svn: No such revision 4

That doesn't look right to me.
