I assume you are talking about mod_authz_svn, as opposed to svnserve?

Here is what my file looks like:

eclipse-developers = user1, user2
web-developers = user1, user3
developers = user1, user2, user3, user4, user5
mktg-developers = user1, user6, user7
mktg = user1, user4, user5, user6, user7, user8, user9, user10

@mktg-developers = rw
