svnadmin recover - exclusivity required?

I notice from the documentation that you are supposed to prevent
anything else from accessing the repository before running "svnadmin
recover" -

("Make sure that there are no processes accessing (or attempting to
access) the repository.")

It may be worth adding a similar comment to the reference at
http://svnbook.red-bean.com./svnbook/re38.html too - in fact, reading
the text there suggests (to me, at least), that shutting down Apache,
etc., is not necessary ("Acquiring exclusive lock on repository db."
implies that nothing else can access the repository, so why bother?).

Just thought a clarification here would be useful.
