Block commit of a file

Hi,

Is it possible with Subversion to block the commit of a file?

If I have in my repository configuration files (setenv scripts, ejb
deployment descriptors...). I have to modify this files in my own
environment. I don't want my settings to be commited in the repository.

How I understand the svn:ignore property, it is done to ignore a file of my
working copy to be commited. But it does not ignore a file, which is already
in the repository.

What is the solution of this problem?
