Changing a property at the Repository level?

Hello,

Since I want to systematically ignore some certain files from the
import or add statements, I thought I could issue the following
command:

svn propset svn:ignore .DS_Store file:///Users/alamb/Repositories/TB

Unfortunately it tells me:

svn: Setting property on non-local target
'file:///Users/alamb/Repositories/TB' not yet supported

Which seems to imply I can't set Repository wide properties?

Is that correct?
