Edit file "C:/InetPub/.../svnserve.conf" and find line 12. Somewhere above
that line, probably very close by, should be a section header in the form
[section], where "section" is actually the title of the relevant section. I
have a strong suspicion that in your config file this line is commented out
(has a "#" mark in front). When uncommenting lines in config files, one
must remember to also uncomment the relevant section header(s).
