SOLVED: Unable to import to new repos: PROPFIND of '/config': authorization failed

w.r.t my cry for help of yesterday "Unable to import to new repos: PROPFIND of
'/config': authorization failed"

The problem is evidently caused by stipulating DocumentRoot /var/svn (which does
not really exist.)

The solution is to ensure that the virtual host for subversion has a real (in
the filesystem) directory as a document root (owned by the apache user, with
permissions, etc.) despite the fact that (I presume) mod_svn takes over to
provide the content for Location /. (I made it /var/www/svn, containing a
simple dummy index.html file.)
