svn commit with svn:externals in the dirs

can anyone give an update on the status of issue

Summary: Externals handling on commit (companion to #959)

Last status
Move to Post-1.0, unlike companion issue #959, which was put in 0.26
because more important for basic useability of svn:externals.

our repository layout has many "common" directories and all the projects
use them via svn:externals definitions.
many users get confused because svn status lists the changes,
but commit does not send them.
