connecting svn with issue trackers

hi there,

what is the canonical way to associate commits with
issues (tracked by whatever tool) ? Some people embed
issue ids into the commit comment (-m) and then use
the pre-commit script to parse the comment and do
whatever is desired.
Is there a way to use a separate tag / annotation
to mark-up a commit ? It feels as if lumping this
kind of metadata into the -m flag is a bit hackish...
